In the early 20th century, nationalism began to grow among the natives of Sri Lanka. In 1919, a national congress was formed. This congress has proposed a draft constitution that states (among other things): it is important for indigenous people to gain a majority of seats in the parliament. Sri Lanka has finally formed a new constitution that allowed self-government in 1931. In 1947, Sri Lanka has gained full sovereignty from Britain and became a member of the Commonwealth. The first election has been conducted at that time to establish a new government. The National Unity Party (United National Party) won the most votes in that election.
