In improving the quality of the Old City as one of the tourist destinations in Jakarta, the Jakarta administration plans to set up Special Economic Zones (SEZs) of Old City. Head of Tourism and Culture of Jakarta Arie Budiman said, with the concept, structuring and development of the Old City area will be managed by a special agency. This is the way to make the Old City as an icon of Jakarta.

Nowadays, the Jakarta government is preparing all the requirements for the establishment of Special Economic Zones. One of them is to guarantee the management of the organization will be more efficient and flexible. The economic zone will be modeled as the Kepulauan Seribu (Thousand Islands). Management of the Old City became a special economic zone is only temporary, about 3 to 4 years.

For the initial stage, the government of Jakarta will focus in Fatahillah, precisely in the zone of Sunda Kelapa. For the preparation of the establishment of special economic zones takes a long time because it requires a Presidential Decree.

While Jakarta government is waiting for the decision from President, the government of Jakarta will need to develop some of infrastructures that are not feasible, such as pedestrian, the arrangement of lights, activated events and changes in traffic. Planned budget for the construction of Special Economic Zone Old City is 2.5 percent of the Jakarta Regional Development Budget
